Terrorists are ruthlessly carrying out abductions, killings and armed attacks, using both heavy and small weapons, on wards and villages, as well as conducting drone strikes, all with the intent to harm civilians and spread fear. They are also indiscriminately planting landmines on public roads, targeting government offices with explosives and engaging in destructive acts without regard for reason or morality.

၁။ အာဖရိကဝက်အပြင်းဖျားရောဂါသည် ယခင်က အာဖရိကနိုင်ငံများတွင်သာ ဖြစ်ပွားကျရောက်ခဲ့သော်လည်း ၂၀၁၈ ခုနှစ် ဩဂုတ်လမှစ၍ အာရှနိုင်ငံများဖြစ်သည့် တရုတ်၊ မွန်ဂိုလီးယား၊ ဗီယက်နမ်၊ ကမ္ဘောဒီးယား၊ ဟောင်ကောင်၊ မြောက်ကိုရီးယားနိုင်ငံများသို့ ကူးစက်ပျံ့နှံ့ခဲ့ပြီး (၂-၆-၂၀၁၉) ရက်မှစတင်၍ မြန်မာနိုင်ငံနှင့် နယ်နိမိတ်ချင်းထိစပ်နေသည့် လာအိုနိုင်ငံတွင် ရောဂါကူးစက်ပျံ့နှံ့လျက်ရှိသောကြောင့် ရောဂါထိန်းချုပ်ရေးလုပ်ငန်းများကို အာဖရိကဝက်အပြင်းဖျားရောဂါ ကူးစက်ပျံ့နှံ့မှုမရှိစေရေးအတွက် အောက်ပါအချက်များကို လိုက်နာဆောင်ရွက်နိုင်ပါရန် အသိပေးနှိုးဆော်အပ်ပါသည်-
(က) အာဖရိကဝက်အပြင်းဖျားရောဂါသည် လူသို့ လုံးဝ (လုံးဝ)ကူးစက်ခြင်းမရှိပါ၊
(ခ) ဝက်မွေးမြူရေးခြံများ၏ ဇီဝလုံခြုံမှုကို အထူးဂရုပြုမြှင့်တင်ရန်၊
(ဂ) ဝက်ခြံများနှင့် သားငါးဈေးများတွင် စနစ်တကျ ပိုးသတ်ဆေးဖျန်းခြင်း ပုံမှန်ပြုလုပ်ဆောင်ရွက်ရန်၊
(ဃ) ဝက်များကို စားသောက်ဆိုင်/အိမ်များမှ စားကြွင်း/ကျန်ကျွေးခြင်း ပြုလုပ်ပါက အပူပြင်းပြင်းဖြင့် ချက်ပြုတ်ပြီးမှ ကျွေးမွေးရန်၊
(င) အခြားခြံမှ အသုံးအဆောင်ပစ္စည်းများ ငှားရမ်းသုံးစွဲ ခြင်းမပြုရန်နှင့် လူအဝင်အထွက် ထိန်းချုပ်ရန်၊
(စ) အသက်အရွယ်တူ ဝက်များကိုသာ အတူတူ မွေးမြူရန်၊
(ဆ) ဝက်ခြံများ အပူချိန်၊ စိုထိုင်းဆ၊ လေဝင်လေထွက်ကောင်းမွန်စေရေး ဆောင်ရွက်ရန်၊
(ဇ) ရောဂါကင်းရှင်းကြောင်း စိတ်ချရသောခြံမှ ဝက်များကို ဝယ်ယူမွေးမြူရန်၊
(ဈ) ဝယ်ယူသည့် ဝက်များကို မိမိခြံရှိ ဝက်များနှင့် မရောမီသီးသန့်ခွဲခြားထား၍ ရောဂါကင်းရှင်းမှ မွေးမြူရန်၊
(ည) ပြည်ပမှ တရားမဝင်တင်သွင်းလာသော ဝက်အရှင်နှင့် ဝက်ထွက်ပစ္စည်းများဖြစ်သည့် ဝက်သား၊ အေးခဲ ဝက်သား၊ ဝက်ပေါင်ခြောက်၊ ဝက်အူချောင်းနှင့် အခြားဝက်ထွက်ပစ္စည်းများ တင်သွင်းခြင်း၊ ရောင်းချခြင်း၊ စားသုံးခြင်းမပြုရန်၊
(ဋ) တောဝက်နှင့် အိမ်မွေးဝက်များ ရောနှောထိတွေ့ခြင်းမှ ကာကွယ်ရန်၊
(ဌ) တောဝက်နှင့် အိမ်မွေးဝက်များ ပုံမှန်မဟုတ်ဘဲ ရုတ်တရက်သေဆုံးပါက နီးစပ်ရာအုပ်ချုပ်ရေးအဖွဲ့၊ မွေးမြူရေးနှင့်ကုသရေးဦးစီးဌာန၊ မြန်မာနိုင်ငံမွေးမြူရေးလုပ်ငန်းအဖွဲ့ထံသို့ ချက်ချင်းသတင်းပို့ရန်၊
(ဍ) ရောဂါကြိုတင်ကာကွယ်ရေးနှင့် ရောဂါစူးစမ်းရှာဖွေခြင်းလုပ်ငန်းများတွင် သက်ဆိုင်ရာဌာန၊ အဖွဲ့အစည်းများနှင့် ပူးပေါင်းပါဝင်ဆောင်ရွက်ရန်။
