(1) Applying for Restaurant License
The following data and documents shall be attached to the application on applying for Restaurant license through online.
- Copy of National Registration Card(NRC) of the applicant (if a person is citizen)or copy of the Passport (if a person is foreigner)
- Three license photos of the applicant
- The documents for the right of possession concerning the location of the enterprise
- Three photos showing the location of the enterprise (its precinct, exterior, interior) and then the smoke stack photo is clear existence to be seen.
- Letters of approval from 10 persons in the neighbourhood of the location of the building (from left, right, front and back sides) who have agreed or have no objection to the enterprise to be carried out.
- liquor license (or) permit (if it is joint for selling)
- The recommendation of the Staff Officer of Township Fire Station
- The recommendation of Health Officer of Township Development Committee Office
- Other documents shall further be submitted if necessary
(2) Applying for Factory and Public Business License
(area out of the industrial zone)
The following data and documents shall be attached to the application in applying for factory and public business license through online.
- Copy of National Registration Card(NRC) of the applicant (if a person is citizen) or copy of the Passport (if a person is foreigner)
- Three license photos of the applicant
- The document for the right of possession concerning the location of the enterprise (For example, lease)
- Three photos showing the location of the enterprise (its precinct, exterior, interior) and the smoke stack photo is clear existence to be seen.
- Letters of approval from 10 persons in the neighborhood of the location of the building (from left, right, front and back sides) who have agreed or have no objection to the enterprise to be carried out.
- The recommendation of the Staff officer of Township Fire Station
- The recommendation of the Executive Officer of the Township Electric Power Station
- The recommendation of Health officer of Township Executive Office
- When online application is received, the applicant shall be informed of the date of field inspection by the respective District/ Township Executive Officer's Office. If more documents are required to further present while on field inspection, they shall simultaneously be demanded.
- Providing that the requirements for license are found to have been complete with data and all documents, the applicant shall be informed of license permission within two weeks from the day of approval (exclusive of holidays)
- After payment of cash to the Township Executive Officer's Office in accordance with license permission, the license card shall be issued.
(3) Applying for the factory and public business license
(area in the industrial zone)
The following data and documents must be attached to the application in applying for license through online.
- The business category and the permit of the respective ministry for applying license (these requirements are mentioned under the general topic)
- Letter of recommendation of the industrial zone
- The document form the right of possession concerning the location of the enterprise (For example, lease)
- Copy of National Registration Card of the applicant (if he is a citizen)or copy of the Passport (if he is a foreigner)
- Three photos showing the location of the enterprise (its precinct, exterior, interior)
- The location map of the enterprise
- Other documents shall be submitted if necessary
- When online application is received, the applicant shall be informed of the date of field inspection by the respective District/ Township Executive Officer's Office. If more documents are required to further present while on field inspection, they shall simultaneously be demanded.
- Providing that the requirements for license are found to have been complete with data and all documents, the applicant shall be informed of license permission within two weeks from the day of approval (exclusive of holidays)
- After payment of cash to the Township Executive Officer's Office in accordance with license permission, the license card shall be issued.
(4) Applying for rooming (or) guest house license
The following data and documents must be attached to the application in applying for license through online.
- Permit from the Engineering Department (building) regarding the structure the guest house building and the composition of rooms.
- The documents from the Engineering Department (water/sanitation) for service charges paid
- Providing that the guest house is in the building with storeys, it must separately be carried out storey-wise.
- Letters of approval from 10 persons in the neighbourhood of the building (from left, right, front and back sides) who have agreed or have no objection to the enterprise to be carried out.
- The document form the right of possession concerning the location of the enterprise (For example, lease)
- The recommendation of the Ward Administrator
- The recommendation of the Administrator of Township General Administration Department
- The recommendation of Township People's Police Station
- The recommendation of the Staff officer of Township Electric Power Station.
- The recommendation of the Staff officer of Township Fire Station
- Copy of National Registration Card of the applicant (if he is a citizen)or copy of the Passport (if he is a foreigner)
- Three License photos of the applicant
- Three photos showing the location of the enterprise (its precinct, exterior, interior)
- The location map of the enterprise
- A plan showing the composition of rooms
- Other documents shall be submitted if necessary
- An owner of the enterprise is required to apply to the Yangon Region Government through Township General Administration Department and Distric General Administration Department in order to obtain an official reply from the Region for scrutinization.
- During the period in which application is submitted to the Yangon Region Government, it is also required to put forward the application simultaneously to the concering Township Executive Officer's Office.
- When the official reply is received from the Yangon Region Government for scrutinization, the field inspection shall be carried out by the scrutinization committee. The data for field inspection shall be informed in advance and other documents shall also be demanded if necessary while on field inspection.
- If it is found that all the requirements for license have been complete according to the report on the field inspection , it shall be put forward again to the Yangon Region Government meeting together with the decision made by the Yangon City Development Committee members at the meeting. Only when the green light is given by the meeting of the Yangon Region Government, shall further steps be taken for issuing license.
- Accordingly, providing that the requirement for license are found to have been complete with data and all necessary documents, the license shall be granted within 7 weeks from the day of approval. Then, after payment of cash to the Township Executive Officer's Office, the License card shall be issued.
(5) Applying for Boarding house license
The following data and documents shall be attached to the application in applying for boarding house license through online.
- Permit from the Engineering Department (building) regarding the structure boarding house and composition of rooms.
- The documents from the Engineering Department (water/sanitation) for the service charges paid
- Providing that the boarding house is in the building with storeys, it shall separately be carried out storey-wise.
- Providing that tution classes are to be opened jointly with the boarding house, a certificate of private tution registration on respective subjects is required.
- Letters of approval from 10 persons in the neighbourhood of the location of the building (from left, right, front and back sides) who have agreed or have no objection to the enterprise to be carried out.
- The document for the right of possession concerning the location of the enterprise (For example, lease)
- The recommendation of the Ward Administrator
- The recommendation of the Administrator of General Administration Department
- The recommendation of Township People's Police Station
- The recommendation of the Staff officer of Township Fire Station
- The recommendation of the staff officer of Township Electric Power Station.
- Copy of National Registration Card of the applicant (if he is a citizen)or copy of the Passport (if he is a foreigner)

(6) Applying for mobile car market License
The following data and documents shall be attached to the application in applying for license mobile car market license
- The copy of National Registration Card of the applicant (if he is a citizen)and copy of the Passport (if he is a foreigner) and three License photos.
- "C" license of the vehicle to be used and license book
- Three photos of the vehicle to be used (from front/ back/ side)
- The acknowledgement signed by the applicant that he fully understands and shall abide by the following facts when he obtains the mobile car market license.
- Goods shall not be sold in six township (Latha, Lanmataw, Pabedan , Kyauktada, Pazundaung, Botahtaun)
- Goods shall not be sold blocking cross-roads and intersections.
- When selling goods on branch roads, the vehicle shall be stopped by the road side of the designated traffic lane so that other motor vehicles and slow moving vehicles will not be blocked.
- The vehicle shall not be stopped to sell goods at one place for a long time.
- If the business is discontinued due to various reasons, the license card shall be returned to the Department.
- Other documents shall have to be further put forward if necessary.
- Providing that the requirements for license are found to have been complete with data and all the necessary documents, the applicant shall be informed of license permission within two weeks from the day of approval (exclusive of holidays).
- After payment of cash to the Township Executive Officer's Office in accordance with license permission, the license card shall be issued
(7) Applying for Private Market License
The following data and documents shall be attached to the application in applying for private market license through online.
- The Name of the applicant
- Copy of National Registration Card (NRC) of the applicant (if a person is citizen) or a copy of Passport ( if a person is foreigner )
- Area of Private Market Building and providing that private market is in the building with storys, it must be separately made a survey about story-wise in area measuring
- Investments of the Private Market business
- The photos showing the structured compositions of the Private Market (From left, right, front and back sides)
- Three photos of the applicant
- Letters of approval form 10 persons in the nearest neighbourhood
- The recommendation of the Staff Officer of Township fire station
- The recommendation of the Excutive
- The recommendation of the Health Officer of Township Executive Office

(8) Applying for Temporary Theatre permit
The following data and documents must be attached to the application in applying for Temporary Theatre permit
- Recommendations of Township People Police Station Office and the Staff Officer of Township Fire station
- Permission of the green light of the District General Administration Department or Yangon Region Government Office.
- Security implementation plan
- The location map of the Theatre
- The recommendation of the Department of Religious Affairs (if its religious festival)
- Other documents shall be submitted if necessary
- When online application is received, the applicant shall be informed of the date of field inspection by the respective District/ Township Executive Officer's Office. If more documents are required to further present while on field inspection, they shall simultaneously be demanded.
- Providing that the requirements for license are found to have been complete with data and all the necessary documents, the applicant shall be informed of license permission within two weeks from the day of approval (exclusive of holidays) and the after paymenteach to the Township Development Committee Office in accordance with permission, the permit shall be issued.
Applying for Car-showroom license
When applying for the Carshowroom license, the following data and documents must be attached to the application in applying for license through online and also attached an official reply from the Yangon Region Government to the Yangon City Development Committee for scrutinization
- Commercial registration agent card of ministry of commerce
- Certificate of Export/ Import Registration
- Permit of Import Administrative committee
- The registration certificate of the section of selling the motor vehicle of the Department of Road Transportation Administration.
- Certificate of incorporation
- Permit from the Engineering Department (building) renovating an old building and repairing a new apartment (or) open shed
- Copy of National Registration Card (NRC) of the applicant (if the applicant is citizen) or copy of passport (if he is foreigner)
- Three License photos of the applicant
- The document for the right of possession concerning the location of the enterprise (for example, lease)
- Three photos showing the location of the enterprise (its precinct , exterior/ interior)
- Letters of approval form 10 persons in the nearest neighborhood of the location of the building (from left, right, front and back sides) who have agreed or have no objection to the enterprise to be carried out.
- The recommendation of the Staff Officer of Township fire station
- The recommendation of the Health Officer of Township Executive Office.
- The location map of the Enterprise
- Other necessary documents shall further be submitted if necessary
- The applicant is required to apply to the Yangon Region Government through Township General Administration Department and Distric General Administration Department in order to obtain an official reply from the Region for scrutinization.
- During the period in which the application is submitted to the Yangon Region Government, it is also required to put forward the application simultaneously to the Township Executive Officer's Office.
- When the official reply is received from the Yangon Region Government for scrutinization, the field inspection shall be carried out by the scrutinizing committee. The date for field inspection shall be informed in advance and other documents shall also be demended if necessary while on field inspection.
- If it is found that all the requirements for license have been complete according to the report on field inspection, it shall be put forward again to the Yangon Region Government Meeting together with the decision made by the Yangon City Development Committee members at the meeting. Only when the green light is given by the meeting of the Yangon Region Government, shall further steps be taken for issuing license
- Accordingly, providing that the requirements for license are found to have been complete with data and all the necessary documents, the license shall be granted within 7 weeks from the day of approval. Then, after payment of cash to the Township Executive Officer's Office, the license card shall be issued.
Applying for the Children playground license
When applying for the Children playground license, the following data and documents must be attached to the application in applying for license through online and also attached an official reply from the Yangon Region Government to the Yangon City Development Committee for scrutinization
- The documents for the right of possession concering the category of game machines
- Total Lists of game machines setting up the playground
- The programme for games (Example, how to use the coins, how to give the gifts and to submit the total lists of gifts)
- Copy of National Registration Card (NRC) (if the applicant is citizen) and copy of passport (if he is foreigner)
- Three License photos of the applicant
- The document for the right of possession concerning the location of the enterprise (for example, lease)
- Three photos showing the location of the enterprise (its precinct , exterior/ interior)
- Letters of approval form 10 persons in the nearest neighbourhood of the location of the building (from left, right, front and back sides) who have agreed or have no objection to the enterprise to be carried out.

- Permit from the ministry of mine to build the Engine Oil storage tank.
- Copy of National Registration Card (NRC) of the applicant (if a person is citizen) or a copy of Passport ( if a person is foreigner )
- Three license photos of the applicant
- The document for the right of possession concerning the location of the enterprise (for example, lease)
- Three photos showing the location of the enterprise (its precinct/exterion/interior)
- Letters of approval form 10 persons in the nearest neighbourhood of the location of the building (from left, right, front and back sides) who have agreed or have no objection to the enterprise to be carried out.
- The recommendation of the Staff Officer of Township Fire station
- The recommendation of the Health Officer of Township Executive Office.
- The location map of the enterprise

(9) Renewing the Licenses
Renewing the Restaurant License
The owner of enterprise is required to attach the following data and documents to the online application for renewing Restaurant License.
- Name of the owner of enterprise
- Copy of the National Registration card (NRC) of the owner of the enterprise (a copy of passport if the applicant is a foreigner)
- Business Category/Name
- License rate allowed previously
- Three License photos of the owner of the enterprise
- The location where the enterprise is to be carried out (address)
- Letters of approval from 10 persons in the nearest neighbourhood
- Other necessary documents shall further be submitted if necessary.
- When online application is received, the applicant shall be informed of the date of field inspection by the respective Township Development Committee. If further documents are required, they shall be demanded simultaneously while on field inspection.
- Providing that the requirements are found to have been complete with data and all the necessary documents, the applicant shall be informed of license permission within two weeks from the data of approval (exclusive of holidays)
- After payment of cash to the Township Executive Officer's Office in accordance with the permission, the new license card shall be issued.
- For the enterprises against which letters of complaint and protest have been sent, renewing the license shall be carried out only when the permission of the authorities concerned at different levels has been granted through the proper channels.
Renewing of the Factory and Public Business Licenses
The owner of the enterprise is required to attach the following data and documents to the application in online application for renewing the license.
- Name of the owner of the enterprise

- The business category and the permit of the respective ministry for the renewed license (these requirements are mentioned under the general topic
- For car showroom, the permit of the respective ministries for renewed license which is included when applying for a new license
- For filling station, the renewed license issued by the Ministry of Energy for opening filling station
- Other necessary documents shall further be submitted if necessary

- The recommendation of Township People's Police Station

- The recommendation of Health Officer of the Township Executive Office.
- A plan showing the composition of rooms
- The location map of the enterprise

- Providing that the requirements are found to have been complete with data and all the necessary documents, the applicant shall be informed of license permission within two weeks from the data of approval (exclusive of holidays)
- After payment of cash to the Township Executive Officer's Office in accordance with the permission, the new license card shall be issued.

- Security implementation plan and programme of how to be done in Fire Protection and sanitation.
- The location map of Private Market
- Other documents shall further be submitted if necessary
- When online application is received, the applicant shall be informed of the date of field inspection by the respective District/ Township Executive Officer's Office. If more documents are required to further present while on field inspection, they shall simultaneously be demanded.
- Providing that the requirements for license are found to have been complete with data and all the necessary documents, the applicant shall be informed of license permission within two weeks from the day of approval (exclusive of holidays).
- After payment of cash to the Township Executive Officer's Office in accordance with license permission, the license card shall be issued.
Notice of not to allow to renew the mobile car license
There is allowed to be issued the mobile car license once a year. The next financial year it shall be applied as the new license by the applicant.
(10) Changing facts and data conditions
(name of applicant, name of enterprise, kinds of business, address)
The following data and documents shall be attached to the application in applying to change the facts and data conditions through online.
- The first name of the enterprise
- The Copy of National Registration card of the first owner of the enterprise (a copy of passport if the applicant is a foreigner)
- Business Category/license rate allowed previously
- The facts and data conditions the applicant want to be changed
- The written agreements if it is changed the owner of enterprise by them, the first owner and acceptance.
- Letters of approval from 10 persons in the nearest neighbourhood if its changing kind of both business category and address and then the document for the right possession concerning the new transferable address or the new location of the enterprise if it is changing the address.
- Permits from Yangon Region Government that the Business are done by the Yangon Region Government's green light to be informed of license permissions (for example, the children playground, Car Showroom, the Guest house)
- Other documents (or) permits from other concerning ministries or departments (if they are regarding these businesses and grant the different licenses or permits)
- It if is necessary to be inspection it shall be informed of the date of field inspection by the respective Township Executive Officer's Office.
- Other necessary documents shall further be submitted if necessary.
- If more documents are required to further present while on field inspection , they shall simultaneously be demanded.
- Providing that the requirements are found to have been complete with data and all the necessary documents, the applicant shall be informed of license permission within two weeks from the data of approval (exclusive of holidays)
- After payment of cash to the Township Executive Officer's Office in accordance with the permission, the new license card shall be issued.
(11) Applying through online for the copy of license lost or damaged
The following facts shall be included in applying for the copy of license lost or damaged, through online.
- Name of the owner of the enterprise
- The National Registration Card (NRC) of the owner of the enterprise (if the applicant is a foreigner, a copy of Passport must be attached to the application)
- Location of the enterprise
- License rate allowed previously
- Three license photos of the owner of the enterprise
(12) Revoking the License
The following facts shall be included in online application for revoking the license
- Name of the owner of the enterprise

Services being served by Health Department
1. Issuing health certificate
Health Certificate issued by Health Department, Yangon City Development Committee after inspecting the restaurants, businesses, guest houses and hostels in the area of Yangon City Development Committee. Service fee is paid to the health personnel in the office of the head of YCDC township administration concerned and have to be paid to the committee.
2. Laboratory test
Laboratory test is done for water bacteriology and water chemistry in Health Department
Form is filled up in Health Department Head Office and paid test fee of Ks.2000/- (two thousand Kyats only) to laboratory test of bacteriology. It is to take sterile bottle from laboratory, fill water and send to laboratory within two hours. If unable to send within two hours, it should be sent sample bottle in icebox. Laboratory result comes out in 3 days.
Laboratory test for water chemistry - Form is filled up in Health Department Head Office and paid test fee of Ks.2000/- (two thousand Kyats only) for laboratory test of water chemistry. Sample water should be filled in the 2-gallon plastic bucket and sent to laboratory. Laboratory result comes out in 7 days.
It shall be paid total of Ks.4000/- (four thousand Kyats only) for laboratory test of water.- Testing nasal swab
Nasal swab from the food handlers is tested whether it is free from bacteria causing food poisons or not. It can be tested paying test fee of Ks.1900/- (one thousand and nine hundred Kyats only) per person to the Health Department. Laboratory result comes out in 7 days.
Laboratory test of food whether it is edible or not
The food being sold in Yangon City can be tested in laboratory whether it is edible or not. It is to fill up form in the laboratory of Health Department and pay Ks.3000/- (three thousand Kyats only) for laboratory test. The food to be tested shall be kept into the plastic bag and sent within two hours to laboratory. Laboratory result comes out in 5 days.
Laboratory test for quality of edible oil
Variety of oil (peanut oil, sesame oil, palm oil, Soybean oil, sunflower oil) being sold in warehouse and markets, variety of oil produced in factory, variety of oil distributed by wholesale centers, oil used in restaurants and the oil used for repeated deep frying, are tested in the laboratory of Health Department using GC (Gas Chromatography) for type and quality of oil and edible or not. It is to pay Ks.30000/- (thirty thousand Kyats only) as laboratory test and Ks.500/- (five hundred Kyats only) as certificate fee; total of Ks.30500/- (thirty thousand and five hundred Kyats only). Testing need one liter of oil and laboratory result comes out in 7 days.
Testing for food dye
Food and beverage factories, retail and wholesale, markets, restaurants and products of food production (i.e – beverage, sauces, chillies, pastes, dry prawns, ice-creams, ice-lollys, bamboo shoots, meat sticks, pickled fishs, pickled prawns, pickled tea leaves and various snack) are being performed to test with TLC (Thin Layer Chromatography) whether it has non-permitted color or not. It has to pay Ks.10000/- (ten thousand Kyats only) for laboratory test, Ks.500/- (five hundred Kyats only) for certificate, total of Ks.10500/- (ten thousand and five hundred Kyats only) and the (¼ of viss) of sample have to send for testing. The result will have within 7 days.
Test for lead poisoning
The employees from some businesses that may have lead poison (for example – battery services, spraying services, cosmetics and chemical shops) can be screened for lead poisoning by testing their urine. Test fee of Ks.3700/- (three thousand and seven hundred Kyats only) and laboratory result comes out in 5 days.
VDRL test for trishaw man
Having tested the blood sample whether they have infection or not, health testing to trishaw man for making new license, transfer to central VDRL treatment center to care the person who has infection. It has to pay Ks.600/- (six hundred Kyats only) for testing fee and the result comes out within 3 days.

Testing dissolved ions in water
The compositions of ions in variety of water can test how much dissolved in it using Spectro Direct. The testing fees for each ions are Kyats 3000/- (three thousand Kyats only) for Copper, Kyats 2500/- (two thousand and five hundred Kyats only) for Chloride, Kyats 3000/- (three thousand Kyats only) for Aluminium, Kyats 3000/- (three thousand Kyats only) for Phosphate (Low), Kyats 3500/- (three thousand and five hundred Kyats only) for Phosphate (High), Kyats 2500/- (two thousand and five hundred Kyats only) for Zinc, Kyats 2000/- (two thousand Kyats only) for Alkalinity, Kyats 3000/- (three thousand Kyats only) for Boron, Kyats 4000/- (four thousand Kyats only) for Manganese, Kyats 3000/- (three thousand Kyats only) for Potassium, Kyats 3000/- (three thousand Kyats only) for ion, Total Kyats 32500/- (thirty-two thousand and five hundred kyats only). Sample water should be filled in the 2 gallon plastic bucket and send to laboratory. The result comes out in 7 days.
Testing toxic element in drinking water
The amount of toxic elements which dissolved in drinking water such as Arsenic, Cadmium and Lead are able to test using Atomic Absorption Spectrophoto Meter (AAS). Testing fees are respectively for them. They are Kyats 65000/- (sixty five thousand Kyats only) for Arsenic, Kyats 5500/- (five thousand and five hundred Kyats only) for Cadmium and Kyats 5000/- (five thousand Kyats only) for Lead. The water sample should be filled in 2 gallon plastic bucket and sent it to laboratory. The results comes out in 10 days.
