နေပြည်တော် မတ် ၃၀
နိုင်ငံတော် စီမံအုပ်ချုပ်ရေးကောင်စီဥက္ကဋ္ဌ နိုင်ငံတော်ဝန်ကြီးချုပ် ဗိုလ်ချုပ်မှူးကြီး မင်းအောင်လှိုင်သည် ဇနီးဒေါ်ကြူကြူလှနှင့် အဖွဲ့ဝင်များလိုက်ပါ၍ ယနေ့မွန်းလွဲပိုင်းတွင် ရခိုင်ပြည်နယ် စစ်တွေမြို့သို့ရောက်ရှိကြရာလေဆိပ်တွင် ရခိုင်ပြည်နယ်ဝန်ကြီးချုပ် ဦးထိန်လင်းနှင့်ဌာနဆိုင်ရာတာဝန်ရှိသူများ၊ ဒေသခံပြည်သူများက ရိုးရာအကအလှများဖြင့် လှိုက်လှဲစွာ ကြိုဆိုနှုတ်ဆက်ကြသည်။
ယင်းနောက် နိုင်ငံတော်စီမံအုပ်ချုပ်ရေးကောင်စီဥက္ကဋ္ဌ နိုင်ငံတော်ဝန်ကြီးချုပ်သည် စစ်တွေတက္ကသိုလ်သို့ သွားရောက်၍ ပါမောက္ခချုပ်၊ ပါမောက္ခဌာနမှူးများ၊ နည်းပြဆရာဆရာမများအား သွားရောက်တွေ့ဆုံသည်။
အဆိုပါတွေ့ဆုံပွဲသို့ နိုင်ငံတော်စီမံအုပ်ချုပ်ရေးကောင်စီဥက္ကဋ္ဌ နိုင်ငံတော်ဝန်ကြီးချုပ်နှင့်အတူ ကောင်စီတွဲဖက်အတွင်းရေးမှူး၊ ကောင်စီဝင်များ၊ ပြည်ထောင်စုဝန်ကြီးများ၊ ရခိုင်ပြည်နယ် ဝန်ကြီးချုပ် ဦးထိန်လင်း၊ ညှိနှိုင်းကွပ်ကဲရေးမှူး(ကြည်း၊ ရေ၊ လေ)နှင့် ကာကွယ်ရေးဦးစီးချုပ်ရုံးမှ တပ်မတော်အရာရှိကြီးများ၊ အနောက်ပိုင်းတိုင်းစစ်ဌာနချုပ် တိုင်းမှူးဗိုလ်ချုပ်ထင်လတ်ဦးနှင့် တာဝန်ရှိသူများ၊ စစ်တွေတက္ကသိုလ် ပါမောက္ခချုပ် ဒေါက်တာခင်မောင်ဇော်၊ ဒုတိယပါမောက္ခချုပ်၊ ပါမောက္ခဌာနမှူးများ၊ နည်းပြဆရာဆရာမများ တက်ရောက်ကြသည်။
ဦးစွာ နိုင်ငံတော်စီမံအုပ်ချုပ်ရေးကောင်စီဥက္ကဋ္ဌ နိုင်ငံတော်ဝန်ကြီးချုပ်နှင့်အဖွဲ့ဝင်များသည် စစ်တွေတက္ကသိုလ်သို့ ရောက်ရှိကြရာ ပါမောက္ခချုပ် ဒေါက်တာခင်မောင်ဇော်နှင့် တာဝန်ရှိသူများက ကြိုဆိုနှုတ်ဆက်ကြသည်။
ထို့နောက် တက္ကသိုလ်ဘွဲ့နှင်းသဘင်ခန်းမတွင် စစ်တွေတက္ကသိုလ် ပါမောက္ခချုပ် ဒေါက်တာခင်မောင်ဇော်က စစ်တွေတက္ကသိုလ်မှ ပညာရေးဆိုင်ရာ သင်ကြားပို့ချပေးလျက်ရှိသည့် အခြေအနေများ၊ ၂၀၂၃ - ၂၀၂၄ ပညာသင်နှစ်မှစ၍ ပါရဂူဘွဲ့သင်တန်းများ စတင်ဖွင့်လှစ်သွားမည့် အခြေအနေများ၊ တက္ကသိုလ်ဘာသာရပ်များအလိုက် ဆရာဆရာမများ ခန့်အပ်ထားရှိမှု အခြေအနေများ၊ ကျောင်းသား ကျောင်းသူများ တက်ရောက်ပညာ သင်ကြားလျက်ရှိမှု အခြေအနေများ၊ စစ်တွေ တက္ကသိုလ်မှ ဘွဲ့များချီးမြှင့်အပ်နှင်းခဲ့မှုအခြေအနေများ၊ စာသင်ဆောင်၊ စာသင်ခန်းအရေအတွက်နှင့် ကျောင်းသားများ ဝင်ဆံ့မှု၊ ကျောင်းသား ကျောင်းသူများ၏ အိပ်ဆောင်များ တည်ဆောက်ထားရှိမှု၊ ဝင်ဆံ့မှုနှင့် လိုအပ်မှုအခြေအနေများ၊ တက္ကသိုလ်တွင် သင်ကြားရေးဆိုင်ရာ အဆောက်အဦများ တိုးချဲ့ဆောင်ရွက်ပေးရန်နှင့် အားကစားကွင်းများ အဆင့်မြှင့်တင်ရန် လိုအပ်လျက်ရှိသည့် အခြေအနေများကို ရှင်းလင်းတင်ပြသည်။

ထို့နောက် ပညာရေးဝန်ကြီးဌာန ပြည်ထောင်စုဝန်ကြီး ဒေါက်တာညွန့်ဖေက နိုင်ငံတော်စီမံအုပ်ချုပ်ရေးကောင်စီအစိုးရလက်ထက်၌ စစ်တွေတက္ကသိုလ်တွင် ဆရာဆရာမများ ခန့်အပ်ထားနိုင်မှု၊ လိုအပ်သည့် စာအုပ်၊ စာစောင်များ ဖြည့်တင်းပေးနိုင်ခဲ့မှု၊ အင်တာနက်ရရှိရေးဆောင်ရွက်ပေးနိုင်မှု၊ အဆောက်အဦများ တိုးချဲ့ဆောက်လုပ်ပေးနိုင်ခဲ့မှုနှင့် လိုအပ်သည့် စာသင်ဆောင်များ ဆက်လက်ဆောက်လုပ်နိုင်ရေး စီမံဆောင်ရွက်လျက်ရှိသည့် အခြေအနေများကို ရှင်းလင်းတင်ပြသည်။
လူသားအရင်းအမြစ်များ များစွာလို
ရှင်းလင်းတင်ပြမှုများနှင့် ပတ်သက်၍ နိုင်ငံတော် စီမံအုပ်ချုပ်ရေးကောင်စီဥက္ကဋ္ဌ နိုင်ငံတော်ဝန်ကြီးချုပ်က “တက္ကသိုလ်” သို့မဟုတ် “တက္ကသီလာ” ဟူသည်မှာ အဆင့်မြင့် အတတ်ပညာ၊ အသိပညာ နည်းပညာရပ်များကို သင်ကြားလေ့ကျင့်ပေးပြီး ကိုယ်ကျင့်တရားကောင်းမွန်အောင် ပဲ့ကိုင်ပေးသည့် ဌာနပင်ဖြစ်ကြောင်း၊ နိုင်ငံနှင့်ဒေသ၏စွမ်းအားကို မြှင့်တင်ပေးခြင်းဖြစ်ပြီး နိုင်ငံနှင့်ဒေသတိုးတက်ရေးအတွက် လိုအပ်သည့် အသိပညာနှင့် အတတ်ပညာများကို သင်ကြားပေးသည့် ဌာနပင်ဖြစ်ကြောင်း၊ နိုင်ငံတစ်ခု၊ ဒေသတစ်ခုကို ဖွံ့ဖြိုးတိုးတက်အောင် တည်ဆောက်ရာတွင် အသိပညာ၊ အတတ်ပညာများ ပြည့်စုံသည့် လူသားအရင်းအမြစ်များ များစွာလိုအပ်ကြောင်း၊ မိမိတို့၏ ဆရာဆရာမများမှာ ယခင်ကိုလိုနီခေတ်တွင် မျက်နှာအငယ်ခံ၍ တက္ကသိုလ် ပညာများကို သင်ယူနိုင်ရန်ကြိုးစားခဲ့ကြကြောင်း၊ ထိုသို့ကြိုးစားချိန်တွင် ကိုလိုနီအစိုးရအနေဖြင့် မြန်မာများ အသိပညာမတိုးပွားစေရေးအတွက် ပညာရေးနှင့်ပတ်သက်၍ ဖိနှိပ်ခဲ့ကြသဖြင့် ပညာရေးသပိတ်များလည်း ပေါ်ပေါက်လာခဲ့ကြောင်း။
အထိုက်အလျောက် တိုးတက်လာ
မိမိတို့တာဝန်ယူချိန်တွင် တက္ကသိုလ်ပညာ သင်ကြားရေးတွင် အထောက်အကူပြုစေရန်အတွက် ပညာရေးဆိုင်ရာ ဆရာဆရာမများအတွက် ချီးမြှင့်ငွေများ ပေးအပ်သကဲ့သို့ နေထိုင်မှုစရိတ်များလည်း ပေးအပ်ခဲ့ကြောင်း၊ ချီးမြှင့်ငွေများပေးအပ်ရာတွင် ပညာရပ်အလိုက် ပေးအပ်ချီးမြှင့်ပေးအပ်လျက်ရှိကြောင်း၊ ကိုဗစ်-၁၉ ကာလ နိုင်ငံ့စီးပွားရေး ကျဆင်းခဲ့သည့်ကြားမှ ဆောင်ရွက်ပေးခဲ့ခြင်းဖြစ်ပြီး မိမိတို့အနေဖြင့် နိုင်ငံ၏ကုန်ထုတ်လုပ်မှုများ တိုးတက်အောင် ဆောင်ရွက်ခဲ့ပြီး နိုင်ငံ့ဝင်ငွေများတိုးတက်အောင် ဆောင်ရွက်ခဲ့၍ ယခုအခါမိမိတို့နိုင်ငံ၏ စီးပွားရေးမှာ အထိုက်အလျောက် တိုးတက်လာပြီဖြစ်ကြောင်း။
နိုင်ငံတစ်ခု ဖွံ့ဖြိုးတိုးတက်ရေးအတွက် ပညာရေးသည် လွန်စွာအရေးကြီးပြီး မိမိတို့နိုင်ငံအနေဖြင့် လွန်ခဲ့သည့် ကာလများကို လေ့လာကြည့်ပါက အတန်းလိုက် တန်းစဉ်ကူးပြောင်းမှုများ နည်းပါးခဲ့ ကြောင်း၊ ရခိုင်ပြည်နယ်တွင်လည်း တန်းစဉ်ကူးပြောင်းမှုများ နည်းပါးခဲ့သည်ကို တွေ့ရှိရကြောင်း၊ ထိုသို့ဖြစ်ပေါ်ခဲ့ခြင်းမှာ နိုင်ငံတော်အတွက် စိန်ခေါ်မှုဖြစ်ပြီး နိုင်ငံဖွံ့ဖြိုးတိုးတက်မှုကို ထိခိုက်စေနိုင်ကြောင်း၊
ပညာရေးအားပေးမှုနည်းပါးခြင်းကြောင့် နိုင်ငံတော်ကို အဘက်ဘက်မှ ထိခိုက်စေနိုင်ပြီး လုပ်ငန်းများ ဆောင်ရွက်ရာတွင် အောင်မြင်မှုများ ရာခိုင်နှုန်းပြည့် မရရှိနိုင်ကြောင်း၊ စစ်တွေတက္ကသိုလ်ရှိ ဆရာဆရာမများတွင် ဒေသခံများ ပါဝင်ခြင်းကြောင့် မိမိတို့ဒေသ တိုးတက်ရေးအတွက် မိမိတို့သင်ကြားပေးနေရသည့် ကျောင်းသား ကျောင်းသူများ ပညာတတ်များ ဖြစ်စေရေးစနစ်တကျ သင်ကြားလေ့ကျင့်ပေးရန် လိုကြောင်း။
နိုင်ငံရေးထက် နိုင်ငံ့အရေးကိုသာအလေးထား
အခြေခံပညာအဆင့်၌ သင်ကြားသင်ယူမှုများဆောင်ရွက်ရာတွင် ပို့ချသင်ကြားခြင်း(Teaching)ကို အဓိကထားဆောင်ရွက်ရပြီး အဆင့်မြင့်ပညာအဆင့် သင်ကြားသင်ယူမှုများ ဆောင်ရွက်ရာတွင် တွေးခေါ်လေ့လာသင်ကြားခြင်း (Studying)ကို အဓိကထား ဆောင်ရွက်ကြကြောင်း၊ ထို့ကြောင့် ကျောင်းသား ကျောင်းသူများ အတွေးအခေါ် ကောင်းမွန်စေရေးနှင့် ပညာရပ်များကို မှန်ကန်စွာ တတ်မြောက်စေရေး စနစ်တကျ သင်ကြားပေးကြစေလိုကြောင်း၊ ကျောင်းသား ကျောင်းသူများ၏ အတွေးအခေါ်များ ကောင်းမွန်လာမည်ဆိုပါက ၎င်းတို့၏ ဘဝကောင်းမွန်ရေးအတွက် ဆောင်ရွက်နိုင်မည် ဖြစ်ကြောင်း၊ တက္ကသိုလ်အတွေ့အကြုံသည်လည်း အရေးကြီးကြောင်း၊ နေရပ်ဒေသအသီးသီးမှ လာရောက်သင်ကြားသည့် ကျောင်းသား ကျောင်းသူများအနေဖြင့် တက္ကသိုလ်မှသင်ကြားပေးမည့် အသိပညာ၊ အတတ်ပညာများအပြင် လူမှုစီးပွားဘဝကို တိုးတက်ကောင်းမွန်စေမည့် နေထိုင်မှုပုံစံ၊ စားသောက်မှုပုံစံ၊ ဝတ်စားဆင်ယင်မှုပုံစံနှင့် တွေးခေါ် မြော်မြင်မှုပုံစံ စသည့် အတွေ့အကြုံများကို ကောင်းမွန်စွာရရှိစေလိုကြောင်း၊ ပညာသင်ကြား ရာတွင် ဘာသာရပ်ဆိုင်ရာ ပညာရပ်များအလိုက် ပညာများသာမက လူမှုရေးအတွေ့အကြုံများကိုပါ ရရှိသွားစေလိုကြောင်း၊ တက္ကသိုလ်သည် ဘာသာရပ်ဆိုင်ရာများနှင့် အတွေ့အကြုံကောင်းများရရှိရေး သင်ကြားဆောင်ရွက်ပေးသည့်နေရာ ဖြစ်သဖြင့် ပညာသင်ကြားရေး ဆောင်ရွက်နေသူ ဆရာ ဆရာမများနှင့် ကျောင်းသားကျောင်းသူများအနေဖြင့် နိုင်ငံရေးထက် နိုင်ငံ့အရေးကိုသာ အလေးထားစေလိုကြောင်း။
ကျောင်းသား ကျောင်းသူများအနက် ဘာသာရပ်များအလိုက် ထူးချွန်သူများအနေဖြင့် အဆင့်မြင့်သော ပညာသင်ကြားမှုများကို ဆက်လက်ဆောင်ရွက်နိုင် မည်ဖြစ်ကြောင်း၊ မိမိတို့နိုင်ငံသည် ဒီမိုကရေစီ လမ်းကြောင်းကို လျှောက်လှမ်းနေခြင်း ဖြစ်သော်လည်း ဒီမိုကရေစီ၏အခြေခံဖြစ်သည့် ဥပဒေအား လေးစားလိုက်နာခြင်းနှင့် စီးပွားရေးဖွံ့ဖြိုးတိုးတက်မှုအတွက် စီးပွားရေးအသိအမြင်ရှိခြင်းတို့၌ အားနည်း ချက်များရှိကြောင်း၊ ကျောင်းသား ကျောင်းသူများအနေဖြင့် ဥပဒေဆိုင်ရာများနှင့် စီးပွားရေးဆိုင်ရာ များကို သိရှိနိုင်ရန်လိုကြောင်း၊ ထို့ကြောင့် ဥပဒေပညာရပ်ကို နားလည်သိရှိစေရေး တက္ကသိုလ်အားလုံး တွင် ဥပဒေပညာရပ်ကို သင်ကြားပေးလျက်ရှိကြောင်း၊ အလားတူ စီးပွားရေးနှင့်ပတ်သက်သည့် အသိအမြင်များ ရှိစေရေးအတွက်လည်း စီးပွားရေးအခြေခံ ဘာသာရပ်များကို သင်ကြားပေးလျက်ရှိကြောင်း၊ မိမိတို့၏ မျှော်မှန်းချက်မှာ တက္ကသိုလ်ပညာ သင်ကြားပြီး ဘွဲ့ရရှိပြီးသူများအနေဖြင့် ၎င်းတို့၏လူမှုစီးပွားဘဝနှင့် ပတ်ဝန်းကျင်ကို ကောင်းမွန်အောင် ဆောင်ရွက်နိုင်သူများဖြစ်ရန်အတွက် မျှော်မှန်း ဆောင်ရွက်နေခြင်းဖြစ်ကြောင်း၊ ထို့ကြောင့် ဆရာ ဆရာမများအနေဖြင့်လည်း ကျောင်းသား ကျောင်းသူများ ပညာတတ်မြောက်စေရေးနှင့် ၎င်းတို့၏ဘဝ တစ်လျှောက် ကောင်းမွန်မှန်ကန်စွာ လျှောက်လှမ်းနိုင်ရေး ကြိုးပမ်းဆောင်ရွက်ပေးကြစေလိုကြောင်း။
အချိုးညီမျှအောင် ခန့်အပ်တာဝန်ပေး
တက္ကသိုလ်တက်ရောက်နေသည့် ကျောင်းသား ကျောင်းသူများအနေဖြင့် မိမိတို့တက္ကသိုလ်အပေါ် ဂုဏ်ယူနိုင်စေရန်အတွက် ကျောင်းပတ်ဝန်းကျင်နှင့် ကျောင်းပရဝဏ်အတွင်း သန့်ရှင်းသာယာလှပရေး တာဝန်ရှိသူများအနေဖြင့် စနစ်တကျဆောင်ရွက်ပေး ကြစေလိုကြောင်း၊ ဆရာဆရာမများ ခန့်အပ်တာဝန် ပေးရာတွင်လည်း သတ်မှတ်ဘာသာရပ်များအလိုက် ကျောင်းသားနှင့်ဆရာ အချိုးညီမျှအောင် ခန့်အပ်တာဝန်ပေးရန်လိုကြောင်း၊ စစ်တွေတက္ကသိုလ်အတွက် လိုအပ်သည့် ကျောင်းသားကျောင်းသူ အိပ်ဆောင်များ၊ စာသင်ဆောင်များ လိုအပ်မှုအတွက်လည်း ဖြည့်ဆည်း ဆောင်ရွက်ပေးသွားမည်ဖြစ်ကြောင်း၊ လာမည့်ပညာသင်ကြားနှစ်များတွင် ထပ်မံတိုးတက် လာမည့် ကျောင်းသားကျောင်းသူများအတွက်လည်း ကြိုတင်တွက်ချက် ဆောင်ရွက်သွားရန်လိုကြောင်း၊ ဘောလုံးကွင်း အဆင့်မြှင့်တင်မှုနှင့်ပတ်သက်၍ ဆောင်ရွက်ပေးသွားမည်ဖြစ်ကြောင်း၊ စစ်တွေ တက္ကသိုလ်ရှိ ကျောင်းသား ကျောင်းသူများ ပညာ ရည်မြင့်မားရေးနှင့်အသိများ တိုးတက်စေရေး အုပ်ချုပ်မှုပိုင်းဆိုင်ရာ တာဝန်ရှိသူများနှင့် ဆရာဆရာမများအနေဖြင့် ကြိုးပမ်းဆောင်ရွက်သွားကြစေလိုကြောင်း မှာကြားသည်။

MoH Union Minister holds coordination meeting on RDT use for international flight passengers, inspects preparations at Yangon International Airport

UNION Minister for Health Prof Dr Thet Khaing Win presided over a coordination meeting on plans to change into an RDT system for international flights on 27 April.
During the meeting, the Union minister said the infection rate of COVID-19 has declined in most regional countries, including Myanmar. Specific activities are also prioritized systematically to ease COVID-19 rules and regulations as the COVID-19 vaccine coverage becomes high.
The government also arranged to ensure the reopening of international flights and systematic COVID-19 health rules for the tourist and Myanmar citizen arrivals to develop the country’s global tourism industry.
He also talked about the declining positive cases among the passengers in commercial flights and relief flights, challenges in the resumption of commercial aviation, and the COVID19 Antigen Rapid Diagnostic Test (RDT) to save time and money for flight passengers.
Then, meeting attendees discussed proper services for passengers, plans to change into RDT (draft) and current challenges during the resumption of international flights, visas, health insurance, collection of Myanmar kyats for RDT test, preparations to avoid mass gatherings in RDT test section at the airport, taking swab samples, quality RDT test kits and other matters.
The Union minister instructed necessary things and concluded the meeting.
The Union minister and relevant officials inspected the preparations to conduct COVID-19 tests using RDT on the passengers of regular international flights at Yangon International Airport yesterday.
During the inspection tour, the Union minister instructed officials to systematically collect data from passengers, swab samples, the opening of more swab counters to avoid mass gathers while waiting for their test results, establish an exchange counter, welfare of airport staff and disease control activities when the results show positive.
The Ministry of Health allowed the international flights starting 17-4-2022 as per COVID-19 health rules under the COVID-19 Central Committee on Prevention, Control and Treatment and decided to use RDT at the Yangon International Airport soon to save the cost as the infection rate drops.
